The University of Central Asia (UCA) is a private (not for profit), secular University whose charter has been signed by the Presidents of Tajikistan, the Kyrgyz Republic, Kazakhstan, and His Highness the Aga Khan, ratified by the parliaments of the founding states and registered with the United Nations. UCA is the first internationally chartered university in the world. UCA’s mission is to foster the socio-economic development of Central Asia, particularly its mountain societies, while helping the peoples of the region preserve and draw upon their rich cultural heritages as assets for the future.

Summary of Position and Key Responsibilities

The position of Deputy Director Human Resources at UCA provides an opportunity to a highly inspired candidate to work with the Director of HR in providing strategic support and implementation of HR policies and processes and in recruitment and development of staff including academic staff and faculty. The role requires a familiarity with the challenges of Central Asian region, in particular the region’s mountainous areas. This position requires a professional with experience with human resources in the specific context of higher education and working with multi-national faculty and staff.

Main Duties and Responsibilities

• Contribute in the planning and work with the Director of HR to in various facets of HR management, including the design and implementation of HR policies; systems for: performance and rewards management; recruitment and selection; employee and industrial relations and learning and development.

• Support in the establishment of HR infrastructure development for human resource systems and services.

• Research best practices to enable best design of University policies related to faculty and academic staff. Support in faculty and academic staff recruitment and development to ensure that UCA academic staffing needs are met effectively and efficiently

• Ensure appropriate employment conditions and support to University faculty in Campuses

• To be a business partner with other departments within the University in HR related strategic and operational issues; including competitiveness, internal mobility, fairness and equality, labor relations, talent acquisition and management, career development, knowledge management and sharing, and safety and security.

• Monitor employment legislation developments, assess the impact on the University and develop policies to maintain legal compliance

Required Qualifications and Experience

The successful candidate for this position will possess:

• A degree in human resource management, higher education or a related field.

• A minimum of ten years of experience in the fields of human resources development and recruitment.

• Experience with working in an environment requiring large number of key staff to be recruited and acculturated in a short timeframe.

• Experience in formulating policy, developing and implementing strategies and procedures related to the recruitment, retention and development of human resources including compensation, career progression and mobility that addresses the strategic priorities of the University.

• Previous experience with regulatory and legal issues pertaining to employment in the Central Asian region and the ability to apply these to the development of UCA’s human resource policies and procedures.

• Knowledge of best practices of human resource management.

• Excellent verbal and written communication skills in English, including presentation, facilitation and conflict resolution.

• Cultural and gender sensitivity, flexibility and a multidisciplinary approach to work effectively with diverse constituencies at the local, regional and international level.

Relationship

• The Deputy Director, Human Resources will report to the Director of Human Resources or such other person (s) who may be nominated by UCA’s management from time to time.

The position will be based in Bishkek, Kyrgyz Republic and would require regional travel.

Salary and Package: Salary and package to attract the best candidate.

Preference will be given to candidates with previous related experience in Central Asia or the former Soviet Union and proficiency in Russian. Candidates from the founding countries of UCA i.e Tajikistan, Kyrgyz Republic and Kazakhstan are encouraged to apply for the position.
